JOB PURPOSE:
The Public Works Foreman is responsible for the overall supervision, organization, coordination, and control of the Town of Mundare’s Public Works and Utility Systems. Reporting to the CAO, the Town Foreman is expected to operate within approved policies, programs, and the Town’s Budget.

DUTIES AND RESPONSIBILITIES:

• Responsible to oversee and maintain proper records for the work of 2 full time Public Works employees, seasonal part-time and/or student employees, including:
o Giving daily instructions on jobs to be performed
o Conducting hazard assessments for work to be performed by Public Works employees
o Providing ongoing feedback on performance, conducting timely annual performance reviews
o Identifying training needs, preparing training plans and arranging for staff to attend training courses, as required, including First Aid, WHMIS (Workplace Hazardous Materials Information System), Certification in Water Treatment and Water Distribution, Certification in Pesticide Application, Skid Steer Operator, Confined Spaces
• Responsible to oversee the safe maintenance of the Town of Mundare’s Water Treatment, Water Distribution, Wastewater Treatment, and Wastewater Collection facilities, including:
o Weekly water testing and timely delivery of results to Provincial Lab
• Responsible for overall Town maintenance, including mowing Town properties; snow clearing, etc.
• Responsible for the maintenance and safe operation of Town equipment – grader, skid steer, wheel loader, gravel truck, garbage truck, mowing equipment
• Responsible for scheduling and ensuring that residents are informed of Public Works undertakings, e.g. changing out water meters, roadwork
• Responsible to provide Public Works budget figures to CAO and to attend Council meetings as required to report on Public Works activities

QUALIFICATIONS:
• Ability to schedule assignments, re-schedule as circumstances may require, supervise and direct staff
• Excellent staff management and communication skills, both oral and written
• Possession of a valid Class 3 driver’s license or a willingness to obtain it if required
• Knowledge of Alberta Employment Standards as they relate to Occupational Health and Safety
• Knowledge of road maintenance and vehicle/equipment operation and maintenance; knowledge of occupational hazards and safety precautions; knowledge of the Town's emergency procedures
• Certification in Water Treatment and Water Distribution, Wastewater Treatment, and Wastewater Collection, or willingness to achieve and maintain the certification
• Certification in First Aid training in a course approved by Alberta Occupational Health and Safety, or willingness to achieve and maintain the certification
• Certification in Pesticide Application, or willingness to achieve and maintain the certification

WORKING CONDITIONS:

The job requires ongoing supervision of full and part time or seasonal staff, shifting work assignments as required, periodic unanticipated evening and weekend work, working outdoors, working with heavy equipment; it also involves regular contact with ratepayers and the need to treat them at all times with courtesy and respect, sometimes in the face of unreasonable demands and hostility.




PHYSICAL REQUIREMENTS:

The job can be physically demanding: it requires lifting heavy objects, repairing equipment, working in confined spaces.

Qualifications: Qualifications:
• Experience dealing with the public and able to effectively manage multiple task
• Strong communication skills
• Grade 12 Diploma or equivalent Confidence operating and maintaining equipment
• Must be willing to take courses as required
• Supervisory experience
• Level 1 Certification in Water Treatment and Distribution, Wastewater Treatment and Collection is an asset
• Class 3 Drivers licence with air brakes endorsement is an asset
• Confined space, TDG tickets are an asset
